International Committee of the Red Cross Accompanies Militant Group in Search for Remains of Israeli Hostages in Gaza

The International Committee of the Red Cross (ICRC) stated that its representatives accompanied members of Hamas into zones of the Gaza Strip currently controlled by IDF control to facilitate the search for the remains of individuals held captive.

Ceasefire Terms and Captive Remains Handover

Under the truce negotiated by the United States, which began on October 10, the group is obligated to hand over the bodies of all captives promptly. As a reciprocal measure, Israel has consented to transfer 15 Palestinian bodies for every Israeli body returned.

Hamas has to date handed back the bodies of fifteen of those held captive but zero in the last five days, as a portion of those remains are believed to be in areas past the ceasefire boundary designating Gaza’s ceasefire.

Red Cross Role as Impartial Facilitator

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a party to the conflict as the group searched for the bodies of the deceased individuals beyond the IDF-designated ‘yellow boundary’,” stated a representative for the committee.

The spokesperson continued: “Those involved to the conflict established the procedures of the mission and delegated the Red Cross to serve as a neutral intermediary. We was not involved in the discussions.”

The official additionally explained: “The ICRC was not involved in the search for the deceased nor does it engage in the retrieval of human remains.”

International Humanitarian Law and Responsibilities

Under international humanitarian law, it is the duty of the sides involved in a hostilities to search for, gather, and retrieve human remains.

American Demand and Local Search Efforts

Recently, the US president delivered a two-day ultimatum to the militant group. “Hamas is going to have to begin handing over the remains of the hostages who died, including two Americans, promptly, or the other countries participating in this great peace will take action,” he wrote on his online channel.

When the 48-hour deadline neared, Hamas, accompanied by the ICRC, joined Egyptian teams, who were granted permission by Israel to search for bodies beyond the boundary marking the Israeli military’s pullback inside Gaza. An Israeli spokesperson said the delegation would use excavator machines and trucks in the search.

Authoritative Confirmation and Media Reports

This development was corroborated by an unnamed Israeli official, who told local press that members of the group had been permitted to access areas of the region under Israel Defense Forces (IDF) control to search for the bodies of hostages, together with Egyptian and Red Cross teams.

“For this purpose, representatives were permitted to pass the yellow line,” the source was quoted as saying.

Footage released by a media outlet seemed to show individuals of a specialized group – belonging to the organization’s military wing responsible for guarding captives – escorting a humanitarian transport in a specific location near Rafah, which is beyond IDF jurisdiction.

Difficulties in Finding Hostage Bodies

The search for the remains of Israeli hostages has become one of the most sensitive matters in the truce agreed between the two sides. Yet, the attempt to find the remains has proved challenging from the outset, given the presence of an estimated 60m tonnes of debris across the strip, where, as per local health authorities, at least 10,000 residents are listed as unaccounted for, trapped under the rubble.

Diverging Statements on Body Whereabouts

The group has claimed it lacks information on the precise locations of all the remains, saying it has been unable to communicate with several of its teams that had been holding the captives and were allegedly eliminated during military strikes.

However, an Israeli government spokesperson claimed that Hamas was aware of the whereabouts of the remains. “If Hamas made more of an effort, they would be able to retrieve the bodies of our captives,” the spokesperson said.

American Position and Weapons Surrender Discussions

Although the US president has conceded that some of the bodies are hard to access, he said that “others they can return now and, for some reason, they are failing to do so.”

“It may have to do with the disarming of the group,” he noted.

Washington has said it has received assurances from the organization that the group will surrender its arms, though no specific schedule has been set. They remains reluctant to give up its weapons without solid assurances about the future of its members.
